TRANSPARENCY

Cemig is associated with eight entities related to the Electric Energy Sector whose main activity is to contribute to the evolution of the sector's regulation. Cemig pays maintenance fees to each association as well as to other member companies. These fees are established in the meetings of the entities, according to the respective statutes.

The following is the list of the main sectorial entities:

 ABCE - Associação Brasileira de Companhias de Energia Elétrica (Brazilian Association of Electric Energy Companies).
ABRACEEL - Associação Brasileira dos Comercializadores de Energia (Brazilian Association of Energy Traders);
 ABRADEE – Associação Brasileira dos Distribuidores de Energia Elétrica (Brazilian Association of Electric Energy Distributors);
 ABRAGE - Associação Brasileira das Empresas Geradoras de Energia Elétrica (Brazilian Association of Electric Energy Generating Companies);
ABRAGEL- Associação Brasileira de Geração de Energia Limpa  (Brazilian Association of Clean Energy Generation);
ABRAGET - Associação Brasileira de Geradoras Termelétricas (Brazilian Association of Thermoelectric Generators);
ABRATE – Associação Brasileira de Empresas de Transmissão de Energia Elétrica (Brazilian Association of Electric Energy Transmission);
 APINE - Associação Brasileira dos Produtores Independentes de Energia Elétrica (Brazilian Association of Independent Electric Power Producers).

In 2017 we highlight the activities of Cemig developed with the following entities:

ABRADEE - Associação Brasileira dos Distribuidores de Energia Elétrica (Brazilian Association of Electric Energy Distributors (http://www.abradee.com.br)

In 2017, Cemig supported Abradee in the main issue discussed by all concessionaires that operate with distribution services in Brazil, which was about maintaining the economic sustainability of distribution companies due to the conjunctural imbalance caused by the need to acquire more expensive electricity and which was provoked by a hydrological condition more unfavorable than in previous years
ABRAGE - Associação Brasileira das Empresas Geradoras de Energia Elétrica (Brazilian Association of Electricity Generating Companies) (http://www.abrage.com.br/)

In recent years, the effects of GSF (Generation Scaling Factor) in the MRE (Energy Relocation Mechanism) have demonstrated that the mechanism needs restructuring, aiming to adapt it to the operative reality of the electric system and the composition of the Brazilian energy matrix. In this sense, ABRAGE, together with its members and with the support of a consultancy, prepared a proposal containing a set of measures for a structural reformulation of the ERM. The proposal also contained suggestions for short-term measures to counteract the effects of the GSF on MRE in recent years. The proposal was taken by ABRAGE to the Federal Government and is being analyzed by the Government's technical team.

APINE - Associação Brasileira dos Produtores Independentes de Energia Elétrica (Brazilian Association of Independent Producers of Electric Energy) (http://www.apine.com.br)
Discussion and consolidation of Apine's proposal, especially with regard to issues related to the drafting of Art. 2 of Law No. 13.203 / 2015; Meetings with MME, EPE and ANEEL on Apine's proposal and regulatory follow-up

ABRATE - Associação Brasileira de Empresas de Transmissão de Energia Elétrica (Brazilian Association of Electric Power Transmission) Companies (http://www.abrate.org.br)

Provisional Presidential Decree No. 579, of 09/12/2012, established the conditions for the renewal of electric power transmission concessions. Among these conditions, the payment by the Federal Government of compensation for the investments not yet amortized by the agents in the transmission system of the country was expected. These investments were divided into two groups, one called the Existing System Basic Network (RBSE, Rede Básica Sistema Existente), referring to the investments made prior to May 2000, and another group called the New Facilities Basic Network (RBNI, Rede Básica Novas Instalações), referring to investments made after May 2000. The payment of the RBNI indemnity was made by the Federal Government, but the payment of the RBSE indemnity was pending. In view of this, ABRATE, in liaison with its associates, acted with the Federal Government to understand the payment conditions, involving compensation, installment payment and commencement of payment of the pending compensation. The payment conditions were defined and the compensation received by the agents began in July / 2017.

ABRAGET - Associação Brasileira de Geradoras Termelétricas (Brazilian Association of Thermoelectric Generators) (http://www.abraget.com.br)

Cemig supported ABRAGET primarily in two actions carried out in 2017:

1. Technical report of the subcommittee on "Harmonization of the Natural Gas and Electric Energy Sectors" of the Gas for Growth Program ("Programa Gás para Crescer").

A balanced allocation of risks between the electric and natural gas sectors was carried out in order to allow a business environment conducive to the implementation of natural gas thermoelectric plants

2. Discussions to carry out an auction for energy security (basic thermoelectric generation)
Performed the assessment and proposal of the auction for deployment of thermoelectric plants generating base, in order to provide greater stability in the operation of the National Interconnected System with a view to increasing participation of intermittent sources (wind energy, for example)
